City of Long Beach cutting back 100+ police officers in face of budget woes

"One year ago in September 2009, the LB City Council voted 9-0 to cut LB budgeted sworn officers for taxpayers for deployment citywide by 76 sworn positions (59 sworn + 17 recruits from an erased replenishment Academy class). That came after City Manager Pat West proposed, without dissent from Mayor Bob Foster, to cut LB's sworn police level by 88 officers; the Council's response was to cut "only" 76 officers."

"In the next two weeks, the new Council is scheduled to vote on a proposal by City Manager West, advanced without dissent by Mayor Foster, that the City Council cut 27 more sworn officer positions (four civilianized) if city employee unions agree to modify contracts City Hall negotiated with them (that the unions modified last year that City Hall wants modified again by September 15). If the unions don't agree to this, West and Foster propose that the Council cut 49 more sworn officer positions (on top of the 27 they're already proposing to cut). That would leave LB with 76 fewer officers budgeted for taxpayers for citywide deployment in FY11 than in FY10, when the Council slashed 76 officers from FY09's level."

"The Foster/West "best case" would leave LB taxpayer with roughly 100 fewer budgeted officers than last year (76 + 27 = 103) while their worst case ("Plan B") would leave LB with roughly 150 officers (103 + 49 = 152).That would leave Long Beach with a per capita budgeted officer level for citywide deployment roughly equivalent to cutting L.A.P.D's level by roughly 25% (and think closer to 30%). L.A. Mayor Villaraigosa hasn't proposed this. No L.A. Councilmember has proposed this. And LBPD Police Chief Jim McDonnell didn't propose this when he was L.A.'s Assistant Police Chief."

"In Long Beach, it's the culmination of years of evasions, including another of City Hall's famously non-binding (eventually ignored) "plans" that recommended 1,023 officers by FY2000. Taxpayers never received those officers, not in 2000 or at any time subsequent. At one point, the City Council budgeted 1,020 total officers but that included nearly 60 officers who weren't available for citywide neighborhood deployment because they're contracted to handle tasks at the Port/Airport/LBCC/LBUSD, paid by those entities and not by the Council's General Fund."

"At its maximum, LB's neighborhood/citywide police level budgeted by the Council's General Fund barely reached 960, which was thinned by City Hall's failure to provide a replenishment police academy class to replace retiring/exiting officers, then slashed by the Council in Sept. 09 by 76 budgeted sworn officer positions and now thinned further by over two dozen sworn officer positions budgeted on paper left unfilled on the street."

"That is the level from which LB city management and the Mayor have proposed that the Council cut police still further, from 27 to 76 more officers. By our rough reckoning, that would leave LB below 850 officers and headed toward 810. These were the types of police levels that LB City Hall itself acknowledged over a decade and a half ago should be increased...and that was at a time when LB was smaller and gangs were less entrenched."


comment: Long beach proposals to slash it's PO force, if they follow the extreme cutback option, would have LB having an extremely thinned PD force of 850 policing a city of 450,000, a 1-529 ratio of PO to inhabitants. In comparison Los Angeles has a 1-421 ratio of PO to inhabitants. LB is every bit as dangerous as LA, in fact it is a mini-version of LA. We are a hi-crime city with large swathes of impoverished ghettos and a large, sullen, welfare-leeching minority population.
Long beach looks like it will slash it's force like Oakland did, due to public Employee union intransigence in city negotiations. Looks like LB will become a very dangerous unlivable city.

"Well, the Los Angeles Times reports today that U.S. District Court Judge Christina Snyder has upheld the "provision, backed by the Teamsters Union, that truck drivers moving through the harbor must be employed by a trucking company." Her reasoning, according to the paper, was as follows:

"Snyder concluded that the concession agreements were a "business necessity" that allowed harbor officials to protect its financial interests. In her ruling, she said that air pollution from trucks had jeopardized the port's future as a commercial enterprise, with lawsuits over emissions stalling growth at the harbor for seven years -- just as other ports were growing dramatically"

"With all due respect, I predict the United States Court of Appeals for the Ninth Circuit will reverse this decision unless Judge Snyder reconsiders her ruling first.
Barring independent contractors serves no legitimate purpose. If the supposed problem is ensuring drivers can afford a truck, then require a minimum credit score, or require them to post a bond. Any given independent contractor's financial wherewithal may be better, worse, or exactly the same as any given corporation. To close the port to independent contractors is therefore unjustifiable."

"This provision of the "clean trucks" program has nothing to do with cleaning the air, and everything to do with rewarding the unions that fund the political campaigns of career politicians like Villaraigosa. This is special interest politics at its worst. Indeed, more fundamentally, why are you and I, through increased duties imposed on imports, buying "free" trucks for private companies at all? Assuming it makes sense to require cleaner trucks at the port than everywhere else in the city, county and state, the port should simply ban "dirty" trucks, and leave it to the companies and independent contractors in trucking to buy, rent or lease their own trucks."


COMMENT: I have mixed views on the LA Clean Trucks Program. It in effect creates a union closed shop in LA port areas where only unionized teamster EMPLOYEES of large trucking companies can move goods thru the LA Port. It goes against my ingrained free market principals, my past background as an independent contract business owner/driver, and my general stance against closed shop/public unions.
On other hand i live right next to LA Port and next to a very busy freeway thru which port trucks rumble day and night. I benefit healthwise from the ports cleaner air resulting from this ruling, as do all area residents. Also this ruling has admittedly put out of business 1000's of big rig independent contract drivers, many of them recent green card immigrants, who were driving beaten-up old rigs which belched tons of black smoke & spewed pollutants into the air, and fouled up the local streets with their beaten up old deisels.

After careful consideration i have come out against the ruling, as it does foster a closed union shop and allows for large trucking companies to be gov-subsidized. This is a big no-no for me. I ran my own independent contract delivery business for many years and always payed all my expenses of running the operation - no government ever gave me any subsidy.

CENTURY CITY, LOS ANGELES : A march and rally in support of 16 laid-off janitors wrapped up Thursday in Century City. Police arrested more than a dozen people.

"Hundreds of protestors marched along busy Avenue of the Stars midday, stopping at the corner of Constellation, near the Century Plaza building owned by J.P. Morgan Chase. The demonstrators are upset that 16 janitors were laid off from their jobs. "They're a multi-million dollar company and they're laying off the lowest-paid people in the building," said protestor Terri Green. "The people that clean up behind them. The people that take care of their events, that clean up behind their events, and we just don't think it's fair." In a show of support, dozens of other janitors at Century Plaza walked off the job."
"The SEIU United Service Workers West, the union representing the janitors, says it wants to sit down with J.P. Morgan Chase officials and work something out. "We understand that we're not going to be able to protect all our jobs but we're asking for is sit down and negotiate a reasonable solution," said United Service Workers West Vice President David Huerta. "We're not going to protect everyone, but we should be able to protect some of the folks who are being laid off."

"Police officers kept watch over the demonstration, only moving in and making arrests after more than a dozen people formed a circle and sat in the middle of an intersection, a planned act of civil disobedience. "There were approximately 12 to 15 people in the intersection who sat down. We effected arrests of those individuals."

RV sewage waste dumped onto Venice Beach street tarnishs image of SoCal tourist trap




Venice beach CA is getting somewhat wacky this late in summer. It has always been an off kilter zone of crazed lefties , moonbat movie stars ,and a plethora of local gangstas who ply the VB boardwalk on any given day. Lately though VB is getting a spate of news which may be unwelcome to its carefully cultivated(and largely fake) image as a premier LA(and worldwide) tourist attraction.

Here is that specific incident which spatters VB image:
RV dumps raw sewage on Venice Beach residential street. LA city bio-hazard crew called in. This incident has highlighted a growing problem of an army of VB homeless living in their RV trailers on Venice Beach streets.

'Last week, in the middle of the night, a resident on Pacific Avenue noticed an RV parked the wrong way in front of her home. She heard some noise, then noticed a passenger getting out of the RV, and removing the cap to the sewage tank. The woman jumped back into the RV and drove away intentionally allowing gallons of sewage to spill out onto the street....

The resident called 911 and the LAPD was able to track down the RV. The resident made a citizen's arrest and the woman was taken into custody. Despite numerous calls and complaints, the raw sewage remained on the street for days. Finally, residents notified KFI News and I began making calls and inquiries. Finally, after 6 days, councilman Bill Rosendahl's office requested a clean up crew to go to the area and remove the waste. I was there while the crew cleaned up the mess from Pacific Avenue...

When asked why it took a week to respond to requests for cleanup, a Rosendahl aide told me it was the first he'd heard of it. At least 7 residents confirmed a face-to-face meeting with Rosendahl last Thursday in one of his satellite offices...

On Tuesday night a resident called to tell me the city contacted her to notify her that one of the areas where RV's typically park was declared a bio-hazard and the LAPD was evacuating RV's.'

Boxer uses deceit/outright lies about effects of offshore oil drilling on CA coastal environment








These are shots of Long beach oil island and of Huntington Beach. I regularly surf and swim in the HB water. HB has some of the finest waves in SoCal, is a SoCal surfing mecca, and also has a 30 mile stretch of white sandy beaches. It is nicknamed 'surf city'. Notice the oil platforms in these pics. There are 5 of them off HB coast. They do not affect beachgoers and surfers one bit. Schools of dolphins regularly troll for food near the beaches edge. HB admittedly is not a pristine eco-zone(it has oil extraction sites both on and offshore) but it does serve the recreational needs of several million summer visitors and the local OC residents.

This is a repeat post on Boxer's deceitful statement that offshore oil drilling will cost Santa Barabra 400,000 jobs. That is a masterful Hilterian/communist propaganda lie. I live in long beach and regularly engage in water sports activites in the long beach marina and even in the harbor itself. I have kayaked that harbor and paddled next to the close-in oil well islands, which are not platforms but are leveled rock piles sunk off the long beach harbor. These oil islands, as the pic shows, are disguised with palm trees and other greenery and are covered by outer building skins so they add an attractive decor to the harbor.

I have put up these pics of our beautiful Long beach/Hunt beach shoreline recreation areas to show Boxer that offshore oil wells do not degrade nor adversely affect the shoreline.

I have looked at location of New Robert F Kennedy school in Los Angeles, which cost a whopping 587 million. It is located at 3400 Wilshire Blvd in Korea Town, at former site of the Historic Ambassador Hotel. Goog map still shows it under construction. It lies on Wilshire blvd between Normandie and Vermont Ave, and stretches south from Wilshire to 8th street.

Koreatown along that stretch of Wilshire is a busy commercial strip of high-rises which houses mostly Chinese-korean businesses, and is the center for the far East LA expat/immigrant community. But if u go away from that busy commercial strip even a few blocks u get into the koreatown ghettos, which are mostly filled with recent latino immigrants. They in fact surround and inundate this district.

Koreatown is volatile, largely marginal, and is considered a high-crime district. Remember the LA riots in 1992 and also that 17-year old female high school student who was abducted/murdered by a transient.

From Koreatown all the way east to the edges of LA DWTN(Think Pico-Union, Westlake, drug-infested MacAarthur park)is a degenerated run-down illegal immigrant-filled district which lies almost in the shadows of LA DWTN high rises. Go north/NE to the 101 freeway and you get into more degenerated illegal-immigrant slumzones such as Rampart.

The LASUD, who's gleaming headquarters hi-rise is one mile east at 333 Beaudry street(the 1st street west of Harbor Freeway 110), built this costly boondoogle school to educate the districts huge anchor kids population, who are mostly anchor offspring of illegals or recent green card immigrants. Also put up in 2008 was the Edward R. Roybal Learning Center( site of costly environ cleanup when it was known as Belmont High), which cost 377 million. It is just a few blocks up the street from the LAUSD command center hi-rise. Roybal is in an even worse ghetto area than RFK.

90% of the kids in these costly state-of-the-art schools will be anchor kids of working class/impoverished Hispanic immigrants(including illegals) at cost of 15,000-20,000 per kid if you factor in cost of the buildings.

I will not delve too much into the byzantine bond/taxpayer funding for the schools, or for all the other 100+ new/refurbished primary schools which have been or are in process of being built all over LA City/County, most of them in impoverished or declining districts heavily populated/re-populated by recent immigrants. All i will say is the voters of LA/CA passed these bond measures early to mid decade before the great CA economic collapse from 2008 to present.

I have put up these pics of our beautiful Long beach/Hunt beach shoreline recreation areas to show boxer that offshore oil wells do not degrade nor adversely affect the shoreline. Top left pic shows Hunt Beach oil platform. Top right shows LB oil island.


Boxer goes demagogic on SB offshore oil drilling issue. She says that 400,000 SB jobs will be lost or adversely impacted. That is using the Hitler big lie.
No SB jobs will be lost, and MORE oil drilling will add 300,000-500,000 high-paying energy-related jobs to CA's desperate economy. SB coastal tourism industRy is likely being adversely affected by CA's economic collapse, as is the coastal tourism of all seaside areas from Monterrey to San Diego.


Oil drilling has no impact on local tourism. long beach and HUNTINGTON BEACH, CLOSE TO WHERE I LIVE, HAVE 11 OFFSHORE OIL WELLS AND LOCAL BEACHGOERS ARE NOT AFFECTED ONE BIT. OUR BEACHES GET MAX CROWDS ON SUMMER WEEKENDS. LONG BEACH SHORELINE HAS 3 OIL WELLS VERY CLOSE TO THE SHORE BUT THEY HAVE NO IMPACT AS THEY ARE DRESSED UP AND COVERED BY DECORATIVE COVERINGS AND EVEN PLANTS TO HIDE THE OIL DRILL APPARATUS. LB IS A WATER SPORTS MECCA AND PLENTY OF SAILBOATS, JET SKIERS, KITE SURFERS, KAYAKERS REGULARLY PLY THE WATERS WITHOUT THE OIL WELL PLATFORMS IMPINGING ON THEIR FUN.

WE HAVE HAD OIL WELL PLATFORMS FOR 50-60 YEARS AND NOT ONE SPILL TO REPORT. FURTHERMORE, SOCAL HAS 10 POWER PLANTS/WASTE WATER PLANT SITES RIGHT AT WATERS EDGE. THEY ARE NEEDED TO POWER OUR LOCAL ECONOMY AND PROVIDE FOR SANITATION/WASTE MANAGEMENT. WE ALSO HAVE 3-4 OIL REFINERYS IN LONG BEACH/LA PORT REGION/SOUTH BAY. WHY DOES LONG BEACH PORT AREA HAVE TO HAVE THESE POWER ENERGY FACILITIES WHILE SANTA BARBARA CAN KEEP THEIR COASTAL SHORES FREE OF ENERGY GENERATION SITES.

WHY DOSEN'T BOXER COME DOWN TO LONG BEACH OR HUNT BEACH AND MAKE HER PLEA TO BAN OFSHORE OIL DRILLING HERE IN LONG BEACH, AND STAND IN FRONT OF ONE OF OUR BEAUTIFUL OIL DRILLING PLATFORMS.


BOXER IS A COMPLETE HYPOCRITE, LIKE THE NOT-IN-MY BACK YARD NIMBYS IN SANTA BARBARA WHO WANT THEIR CHEAP GAS BUT ARE NOT WILLING TO SUPPORT MORE OFFSHORE DRILLING EITHER IN SB OR IN ANWAR. WAIT TIL IRAN GETS ATTACKED NEXT SPRING AND OIL SHOOTS UP TO $$150/200 A BARREL AND GAS GOES TO $4.00/GALLON. I GUARANTEE YOU THAT CALIFORNIANS WILL BE SCREAMING FOR MORE OIL DRILLING.

I have viewed Bell scandals at some length, and i am convinced that Bell is a microcosm of the gigantic criminal syndicate racket called the CA state pension plan. What happened with bell has happened all over CA, as we have state/county/city public employee unions basically Bankrupting CA thru running/piling up outrageous pensions.

The entire state/municipal gov racket is designed to insure that CA gov employees
are financially well provided for life, even after they retire at mid age, say 50. No matter if economy tanks or revenue dries up, the state will protect and pay its employees handsomely, even if they have to bleed taxpayers to death. This is called a racket.
It is in fact a criminal racketeering syndicate, the worlds largest. A conspiracy by CA public employees to reward themselves by looting the CA taxpayers out of every dime and nickle.
No matter if CA is reeling from an economic calamity/near-depression and 20% REAL UE. No matter that state revenues have declined by 20-30% since 2008. The state workers must be protected by all means even if they must beg the Fed for a handout, which President Obama provided by injecting 26 billion into CA coffers to save public employee jobs and pensions.

What we have is the State of CA and it's state public workers ganging up against it's citizens to protect their racketeering enterprise, which is to buffer PEU's and their public pensions from economic calamities, and continue to inflate PEU pensions to the point of bankrupting the state.


All the recent news about CA going after Bell is just a politically motivated ploy just before Nov. midterms elections to gain points for Dem attorney Gen/Gov candidate Jerry Brown and states dominant Dem political classes, who are using Bell scandals and CA going after Bell to deceive the public that CA Gov really cares About public corruption. That is a lie. CA public employees only take care of their own and could care less about the public. They are only interested in power and insulating themselves from any budget cutbacks of their lavish ill-gotten financial gains. CA public employees are among the highest- paid in USA with 100% state paid health benefits and pensions. CA PEUs' have in fact become the 21st century version of a feudal ruling class.

Looks as if it is simply a matter of politics: they cannot win unless they get the Hispanic vote, and getting hispanic votes means supporting appeasement of illegals, and open borders illegal immigration.

Union leaders previously known before the early ‘90’s for standing against illegal immigration figured their sinking membership numbers could be improved if amnesty was given to illegal immigrants who could be easily organized

This tragedy deep in the SoCal high desert east of Apple Valley/Victorville(Lucerne is the location) has the environmental wackos all astir over off-road desert racing. I used to be an environmentalist and in the past would have denounced this. But now i have come to accept that certain segments of Californians need to be engaged with Mechanical stuff like motorized road racing, and have outdoor recreational places to indulge their passions.
CA has already restricted large portions of scenic desert,such as the Mohave Reserve, as off-limits to off-road recreation. There are large parts of the deep desert which are not environmentally sensitive areas. CA has large regions of desert devoid of much scenic value. Ever drive from LA along rte 40 to AZ. Or rte 15 to Las Vegas. There are 100's of square miles of open empty idle CA desert which are barren straggley sagebrush & dirt: flat, featureless, and baking hot.

This is ideal terrain for off-roaders, and i don't have a problem with that. I say allow the off-road crowd to indulge in their recreation in largely empty barren desert terrain. It is a good release of testosterone for a segment of our restless population. Sure we had a tragic off-road racing Accident with 8 fatalities, but Greater LA Region Alone has 1000+ traffic fatalities each year from road accidents, but we don't ban driving right!

I just watched Blade Runner for umpteeth time. It depicts a futuristic LA , somewhat Far East influenced. The film's artists got much right, but they factored out the impact of the latino invasion of LA. The film needed to add depictions of futuristic space taco wagons, latino bars, latino billboards, and streets filled by Latino vendors selling churros, pollos, balloons, flowers, mangos ect. The future of LA say 10 years from now, actually a reality today, is a completely Latinoized city, a city in which Spanish is spoken at street level but the mid-top level Gov bureacracy, PD and politicians are still doing business in English.
As it stands now 70-80% of the cities laboring force is Hispanic. That includes janitors, warehouse workers, shop workers, hotel workers, rest workers, landscape maint, nannies,low-level delivery drivers, ect. This huge proletariat population is easily demagouged by the LA politicians and swayed into voting the far left Democrat agenda.

There will be cutbacks/reduction in services, crime will spike, LA RE continues to fall, economy collapses, unemployment increases, good chance of an inner city race riot. LA is raising fees on everything to make up for it's budget shortfall, and cops will be aggressively ticketing drivers- more Red light cameras to steal $'s from citizens.
LA will be a bad place to reside in next several years unless U are a ghetto punk, welfare sucking illegal, gangbanger, run a business operating in the black market such as salvage yard, a still employed municipal employee able to escape the budget axe, run a mom and pop donut shop or liquor store employing only relatives,or live within the 1 mile-wide coastal ribben fronting Santa Monica Bay.

Also flourishing in bad times will be llegal- alien imported crime syndicate operations such as human and illegal drug smuggling, warehouse looting, pot growing, meth, money laundering, car theft rings, insurance fraud, phony doc mills, all run out of some abandoned gutted REO property in some LA ghetto dump such as Bell, Cudahy, Maywood, South Gate, Vernon, Hawthorne, Lynwood,Inglewood, Compton, La Puente, Pacoima, San Fernando, Sun Valley, Florence, willowbrook, watts, harbor gateway, boyle hts, lincoln hts,Pomona, pico union
(short list of some of LA's worst ghetto stews).

U will also escape the bad times if U are part of the 2% LA uberweathy in some exclusive cocooned westside enclave such as Pacific Palisades or Brentwood. Don't believe the posters and cam shots of pristine Malibu beaches and hollywood hills art deco palaces- they are less than 1% of the reality of LA which is mostly a begrimed traffic- choked illegal alien- infested trashed out graffitied ghetto-polis.

Why LA has not had a riot despite the dismal state of the economy?

Tons of stumulus aid are being funneled into LA ghettos, courtesy of OBAMA( the former community organizer). Biggest benficiaries are African- Americans, latino youths, and other minority 'at risk teens', and young adults ages 16-24. There have been set up tons of temp summer/ make work /jobs corps programs set up in south LA region including long beach. Add to that unlimited stimulus $ poured into bolstering medi-cal, urban renewal, CallWorks, WIA, ect. They have quelled unrest in the ghetto so far, and groups such as Acorn( or whatever they morphed into) will see that the LA Poor are well provided.

At election time as if on cue watch Boxer, Pelosi Feinstein, and other northern CA-based 'progressive' politicians make their twice a year forays into LA to slavishly lick the boots of the hispanic voters.


Amnesty is nothing but a bone to throw at the Hispanic voters to get them to vote democrat and keep the northern CA-based liberal Dems in power so they can keep on plundering CA taxpayers in order to pay the inflated union pensions and welfare handouts to the vast impoverished LA plebians, mosty illegals and their spawn.

Yeah we really need more affordable housing in long beach. LB already has 1000's of section 8 apt dumps and foreclosed trashed out properties so adding more affordable low income housing would make little difference. After all LB is largely a marginalized community of welfare suckling illegals, gang bangers, section 8'ers, and all other assorted welfare leeching marginals, and the city has virtually no decent paying middle class supporting jobs so the only thing LB can do is pump affordable housing to add even more marginal folks to the already third world ghettoish cesspool which LB has largely descended into.

LB used to be called 'Iowa by the Sea'. We can now call it 'Ghetto by the Sea' or 'Oakland south.'

CA public unions think they are are impervious from layoffs, furloughs., and pay cuts. CA superior and district appeals court judges are in pockets of CA public unions. No surprise AS CA is run by and controlled by PEUs. They only maintain power because they are allied with the SoCal/LA Latino-labor coalition. The CA PEU's and their puppet CA state politicians allow illegals to overrun the state and steal 10 billion in benefits because they depend on Hispanic votes to keep power. That is why the LA County AFL-CIO sponsored & paid for 11 buses to go to AZ to support pro-illegal alien protesters. CA public unions are greedy, feel entitled, and run CA like a fiefdom, bleeding CA dry of tax $ and refusing to adjust their hrs, pay and benefits even by a little during the worst economic downturn since the great depression..

Furthermore, it appears some of these "contracts" were decided during the boom years when taxpayers had jobs, loads of equity in their homes (or so they thought), and foreclosures were almost unheard of. Times have changed. It's time to nullify the pension "contracts". And also reduce salaries of government employees by 50 per cent."

A short overview of LA's few scenic areas, and the effects of massive illegal invasion upon them

CA is indeed has beautiful scenery but they are way out of LA. For me personally the scenery starts north of lancaster , past Santa Clarita or past Ventura . Or to be more precise you leave the official la ghetto basin region when you le...ave Sylmar northbound on the 5 freeway , or leave Victorville northeast on the 15, or leave Oxnard NW on the 101. Within LA itself there are isolated pockets of scenery here and there. Even in the ghettos i have found isolated tiny pockets of scenery.

There is this nice lake hidden underneath the overpasses at junction of 5, 60 and 101 freeway, called Hollenbeck lake. It is located deep in the extremely ghettoized district of Boyle Hts just east of LA DWTN. Very few know about it and few go there because it is deep in LA barrio ghettoland. and difficult to get to.
LA History & Science Musuem could be a scenic area if it was not surrounded by LA S Central ghetto.
Santa Monica bluffs could be a nice spot if the SM homeless did not spoil it. Academy Park near dodger stadium is a scenic and cool spot but overrun by illegals. MacArthur park was once a nice lake eons ago but has long since been overrun and ruined my massive illegal/gang influxes into Westlake district.

Echo park lake would be a sparking oasis near LA DWTN if it was not surrounded by ,or close to, the illegal-alien infested slums of Echo Park district, Westlake, rampart, Alvarado st., and the generally decrepit slummified strip running north/ and south along Glendale blvd off the 110/ hollywood freeway.
